Yeah, NY is going to require insurance. But if he is only driving 5 miles there and back on a Ninja 250 i wouldn't exactly call it "moronic" not to have insurance if the state didn't require it. Its pretty much like a moped. He also wouldn't need his license right away. I drove for over a year without only my permit. I took my MSF course a year after i started riding and i honestly didn't think it was worth the money. I read a few article on proper and safe riding and taught myself pretty much everything the MSF course covered.

Ninja 250 get 75 mpg and run 15s... you won't get run over by Metros, at least.
$3500 new, basically the same mechanicals for almost two decades so you can find clean ones used for cheap. It has outsold all other Kawi offerings a couple model years in it's production history.

Get a older rebel. they didnt change hardly at all since the mid 80's and get around 55 mpg. doesnt do very good above 70 but its a blast to ride anyways. Seems like a lot of people are resorting to bikes now that gas is raping us. You, me, random-strike, my neighbor... all in a couple days.

btw im a newb with bikes too (even though ive had my license for at least 2-years ive only ridden a handful of times)
