Unhappy b18 problems

my friend has a 97 integra with a b18 and it sputters around 4000-5000 rpm (like its bogging down) we've tried changing the fuel filter and fuel pump, also we changed the intake manifold to a skunk 2, (not sure if thats an issue or not?) were getting good fuel pressure but this just has me baffled do anyone has any ideas

So what led you to the conclusion that this is a fuel issue?

You can't just go guessing and changing things around because your likely to end up creating additional problems, you should explain what you have done to the car and if this started as the result of an engine swap, etc.

also have you checked timing, spark plugs, wires, etc.

the car was bought with the issue already happening and from what we know it has a aem intake, skunk 2 intake manifold, dc headers, walbro fuel pump, adjustable fuel pressure regulator. and yes the fuel pressure goes up
