Retard the timing to like 1 degree BTDC or even a few degrees ATDC if possible, I guarantee you will get full boost if you just retard the timing enough on the limiter. Retarded timing means part of the mixture is burning in the exhaust manifold, thus generating tons of heat. Don't stay on the limiter for more than a second or two at max because your exhaust mani and turbo will glow bright orange quickly

I might add that this is how rally car anti-lag works, on the overrun the ECU lets in some air past the throttle, and runs ATDC timing so the most of the combustion takes place in the exhaust manifold, keeping the turbo nicely spooled while turning or changing gears (on those cars that don't have a clutchless gearbox)
I think they also use this when launching off the line.
