there are many government run organazations that provide grands and funds dedicated primarily to the development and promotion of the Canadian film, television, new media and music industries

They are not biased, nor politically motivated, unless their mission is to tarnish the canadian government, just look at governmently funded shows such as Royal Canadian Air Farce, which makes fun of the government on a episode basis. Or the hit TV show Trailor Park Boys, which routinely makes fun of the Canadian police, shows drugs, swearing, alcholism and overall deviant behaviour as the main theme (if you haven't seen this show, your missing out)

My uncle got a grant from the music fund, they gave him money to produce and market his CD and music, and currently hosts his own radio show in van city.

The radio branch is kinda like NPR, and the TV branch is like regular TV, but with a more intellectual/arty/Canadian focus. (IE, they show more documentaries/cultural stuff that's made in canada) Last I checked they were heavily funded by our gov't.
