91 Civic ebrake ???

Hey guy's, i'm in need of an inspection sticker but need to fix my parking brake to pass the safety portion. I just put all new drum brakes in the rear because they were pretty worn out and I thought that was the reason the e-brake wasn't holding. Well, it's still not holding.
I've adjusted the cable adjustment from inside the car, and also adjusted the starwheel inside the drum. What else could be causing this thing not to lock up? I mean the car still rolls downhill with the ebrake on ::). One thing I noticed is that the e-brake lever hits the hub and does not actuate the parking brake. I'm not sure if someojne was in there before me and possibly mixed up the right and left sides, but I don't see any reason for it to be hitting the hub when the e-brake is engaged.
I know it's all adjusted correctly etc., I guess I'm just wondering if anyone else's CRX or Civic does the same, and how I can fix this. I'm going to take it appart tomorrow again and see whats up.

there is a small wheen that you can roll up and or down and it should have teeth when you take the drum off. turn that wheel.

i cant remember, but you shouldnt turn it too much.
up or down i cant remember, been soo long since i fixed it on my bros teg.

haha, nah I know it's kind of a bitch post to have people guessing at it. I just didn't know if someone knew exactly what I was talking about with the lever. But, the cables are fine and seem to work fine, and I've already adjusted that wheel with the teeth on it.

Re:91 Civic ebrake ???

hm...

just leave the car in first while the e-break is up and say, LOOK!! no hands!!

or if that doesnty work, the i dont know what it could be. you positive the cable is attached and everything works, like when you pull up the ebreak, the inner pads ( i dont know what they are called ) move outward and ---- so they have something to grip onto?

Re:91 Civic ebrake ???

Well thats what I'm saying, the pads don't move out far enough because the lever's hitting the wheel hub. I'm going to rip it appart again tomorrow and do some more inspection. See if theres a way around that mess ;)

i never said i was the best at art. this should be the right side.

when you put everything together then you have to make sure that the Primary and Secondary pads are in the Correct Positiion (larger Shoe to the Rear; Althogh most people who make shoes for civics are the same side Still good to check though) when you Adjust Everything out Make sure when you spin the Drum it spins for almost less than a second if its not tight it wont make a connection when you pull the ebrake :) hope this helps

Re:91 Civic ebrake ???

Yep, thanks for the help guy's and the awesome picture CRXtacy :) I took it appart again today and also took apart my center console. The shoes were so worn down that the ebrake adjustment in the car was overadjusted, and the adjustment for the shoes inside the drum, was under adjusted. So basically the parking brake levr had no more room to move and was butted up against the wheel hub when engaged, not actuating the brake shoes. So, I backed everything off, and set it all the way it should have been. Works perfect now. I didn't mean to bring up such a simple question, I was just confused and pressed for time since my inspection is about 2 months over due :-X
