YAY! BOOSTED!! BUT PROBLEMS!

So i finally got my 88 civic witha d16y7 turbo'd with a t25 , dsm 450cc, a turbo edit tuned ecu for 10psi. Idles fairly decent and drives about the same it did when not in the boost, but once i get into the boost of course it builds FAST and about as soon as i get to 10psi its cuts out or misses, I know my timing is not right the guy that tuned my ECU said to set my timing 15 degrees retarded which i assume he ment 15 degrees BTDC? So i hit it with the timing light and it wasnt on the lines so I started to turn the dizzy to retard it and it only goes so far, if i retard it as far as it will go it only gets the timing mark set on the red line in between the white lines which is where it is supposed to be stock? so im guessin it could be a timing problem is why its missing... or im using those $50 bosch iridium 4 prong plugs prob need to get rid of those too huh?
