i was wondering what kind of turbo this is and what kind of specs it has..

Well look at the housings. It will say the size. It actually looks samll and it most likely a .42/.48

 

is this a good turbo to start a project with? on a small car?

its a garrett t3.
look in the opening of the compressor outlet and it should have an a/r number stamped. probably .42
and on the body of the turbine it should have an a/r stamped. most likely .48

what car/engine?

 

Looks like a T3 .42/.48 to me as well... good turbo for a small engine.

Easy to find fittings and flanges for.

 

i`m building a 205 turbo so a 1.9 8v motor
with a decompression package and i`m thinking of a smt6 managment
but i`m a noob so if anoyone has some good tips there welcome!
