It is a speed hole, it makes the turbo go faster

LoL... it's a bung hole!

o2 maybe?

I've seen turbos with o2 bungs in the housing like that... don't know why though, that's not a good place to put it... just plug it up and call it a day...

It could an EGR thing too. Just plug it up or drill it bigger and weld an external wastegate flange to it (seriously)

looks like a hole for EGR to me - reroute the exhaust gases back to turbine - my friend does it on his ca18det - makes 2psi at idle apparently though he is yet to install a boost gauge lol
