Default weird question ????

i just finished my tubo on my 95 civic d16z6. i have a t3/t04b with external deltagate wastegate dsm 450s. i drove it for the first time today and i hit 3psi. the vacuum is reading around 20-23 at idle. so i tightened the spring drove again and still hit 3psi. then i changed it to a stiffer spring and still 3psi. so i thought im leaking boost in the intercooler piping. so i tightened all the clamps real tight and still 3psi.
the only thing i can think of is there is another hole thats open. can it leak there? i have the bov teed into the fpr vacuum and the boost gauge also. everything else is fine runngin good just wont boost right. please help.

are you running a filter and what is it? if you are running just screen and some sort of fabric over the inlet it's restricting it. if that's not it you have a leak in the system somewhere...coupler or fmic.
