Default wastgate problem

so i just got done upgrading turbo setups on my zc rex with a T3 i used a sabb or volvo exhaust side i think is a 48 and a 63 cold side off a thunder bird coupe will any ways i used the actuator off the sabb turbo because the acutator arm it self was ajustable and the one on the thunderbird wasint and was to long. so heres my problem i am only getting about three pounds off boost from it, i checked and the wasgate flapper is all the way shut and the turbo seems to be spooling were is should but only to 3 pounds. know the actuator dones have a good sized dent in it witch i thought mabey causeing it to open to early. im getting a little frustrated here and any help would really help me out...

is it taking forever to get the 3psi? maybe that wastegate is rated at 5psi and you have a larger intercooler and chargepipping or a boost leak even and it's dropping 2psi.

it spools to 3 pounds were it should, im going to try and take off my vacum line to my actuator just to see if i can get passed three pounds and if soo ill try to hook up a boost controler and see if that works.
