wastegate question??????

I have just recieved my wastegate and to4e turbo. i was in the process of putting the vac fittings on the gate and i noticed a circle ring that i wasnt to sure of what to do with. so after looking at the gate i put it in the bottom of wastegate. i want to know if that is the right spot.
