Default wastegate problems

I got a 14b turbo on my civic. I was checking my wastegate with a hand pump with a gauge on it. I am not sure what the stock setting is, but I hit 14 psi before the arm began to move, when it did move, it twisted sideways first then it opened the flapper about quarter of a inch. Is this right or is it fucked?

Did it hold until you released vacuum? If so, that may be what the wastegate actuator is set at... Sounds kinda high though, so it may also be messed up if it didn't hold the vacuum you applied.
