turbo only spools to 6.95 psi

Default turbo only spools to 6.95 psi

setup:
d15b7
14b turbo
2.5" charge piping
big intercooler
hks bov
tial wg: 4 psi

when i took the vacuum line off the wastegate it only boosted to 6.95 psi... so in other words, when the wastegate was "sealed" the turbo still only boosted to 7 psi... the spring that is in the wastegate is a 3.63 psi spring so im wondering if the low boost without the wastegate is because the pressure inside the manifold is high enough to physically lift the wastegate piston... tell me if you think i am right... or whatelse it would be.

what are your plugs gapped at?

What does that have to do with a wastegate issue? :1 So you're boosting 7psi... Where is your wastegate vaccum source? What's wrong with 7 psi anyway?

first off, i am not using ssac ----, though it looks like one... the manifold doesnt leak so that shouldnt be my issue
second, plugs are bosch (yes ive already heard that bosch are ----) and are a step colder than stock
third, the wastegate is not plugged into anything (though it was) and i can only get 7 psi out of it
fourth, as far as i know, the charge piping doesnt have any leaks

so what could be the problem... is it really just because its such a small engine? or maybe the exhaust size? i have a 2.5" downpipe, with a 2.25 magnaflow exhaust and stock cat

i have a magnaflow exhaust, so its a little bigger than the stock, but i do have a tester pipe, i might try and see if it gives me more boost... its not like i really want to go past 7 psi, but i dont know why it cant go past 7 psi
and maybe a new wastegate spring because maybe the pressure inside the manifold is pushing open the wastegate

you have leaks, bottom line...

be it intake or exhaust side, somewhere, there's a leak or your wastegate just isnt functioning properly
