Default Studering, and loss of power???

I went for a fun run the other day in 95 ex, ls 14psi at the time with ching chang chong turbo (still runin strong) , and in third gear, it started studerin, not wanting to get over 5000 rpms, then would jump up a bit and studer again.... Had a weird noise with it, but i couldnt figure it out...

Only thing i can think is the other day, i might have put regular gass instead of 93 octain. could that be the cause or should i look in to something else being wrong

FACTS
Ls turbo 14psi creeped to 16psi
boost cut set at 17, so id asume, there is some kind of a tune up to that, probly rich as hell
Starts to studder after 5k
on low boost setting 10psi , its clean all they way to redline.

im a check the plugs tomarow, its definatly not the gass, cause i filled up and put in some octain booster "whatever good that does." and it was still doing it... i looked at the boost gauge, might have been creepin up on me, but i never hit boost cut. It did it again tonight, i raced a turbo Z28 and got my *** handed to me but it was all in fun.. but point being, it did it agan,

You'll melt a few pistons or two if you keep it up. Sounds to me like it may be boosting higher than the map goes and is leaning out or something similar. Studdering isn't usually from being rich, right?
