Default Shafft PLAY?

So all i read about with turbos that are for sale is "is there any shaft play?" in and out and up and down. now granted, if its used the bearings will have rubbed friction creates heat and causes wear. duh, now im guessin the better the turbo the less wear, meaning less shaft play right? ok ok, so since like 99% of these turbos are oil cooled, wont they have shaft play when not under the influence of oil pressure?
i.e. the turbo is not installed, wont there be some nominal shaft play new or not?
or maybe im just barking up a tree

you are correct turbos will have play with use and will also have normal shaft play without oil in them

I just thought of this after reading a bunch of used turbo's that were for sale and hadnt been rebuilt, and then at the end of the add, they love this line "NO SHAFT PLAY"
so i think to myself:

I think those people are just putting it to make a sale, but then again they might be taking it into consideration that there is a minimal amount at all times, when I sell turbos I always say there is a little
