Saab T3 Turbo Question

I got his new turbo.... its used and it has like some old oil residue... is this noraml? i dont even know if its oil.. but when you stick your hand in the compressor theres dryed black stuff on my finger.. is this normal or what do you thing that it could be...
The turbo is a .42.63 Turbo.... It has minal shaft play... does it need to be rebuilt?

Yes the black soot is normal. After running my brand new .48/.60 turbo for even less than a hundred miles, there was a thin layer of black soot on the turbine fins that can easily be wiped off with your finger.
