RHB5 HELP!!!

hello
i was wondering if the stock boost level of an IHI RHB5 turbo be lowered, by maybe modifying the actuator in some way?

use i stiff spring to keep the wg closed and then play around with it to get the psi u want......the stock psi setting on the wg actuator is 8 psi in those tubos im pritty shure
