oil in turbo xs dual stage boost controller. should it be there?

ok i just got a turbo xs dual stage boost controller
and started tinkering with it and when i pulled it apart a little bit i noticed that there was oil in it.
should it be there? and if no, what can i do too get it out.

also its probably already been covered but how do i hook up the wires?

was it used?

one wire to ground, the other to 12 volt with your switch install inline. your instructions should show you.
or go to txs website thats where I got my instructions from
