If he doesn't already have a boost gauge, it shouldn't even be started up. My guess is he rebuilt something in the motor, and has to break it in - WOT style. You can get away with stock maps for 0psi, but you'd be guessing at 5-10psi if it was it's first run ever.
BTW - take out the spring AND crack open the BOV port (leave it loose or remove). I had a b16 w/egay ---- on it boost 10psi with the spring out. All I can say about that is I let the owner take it out, and I went from there to tune...

Because he needs a boost gauge anyway. If you can't stay off the throttle for a week or two before you get tuned, you deserve a blown engine. If you can, you will be rewarded by hopefully having a nice turbocharged vehicle. Open wastegate just enables him to do stupid ----. He'll think its okay to stick his foot the floor and it that might not be the case. Learning to control your throttle is an important lesson for anyone that drives.
