no boost please help!

just got my set up put on and everything is there but when i hooked my boost gauge up it read about 15-20 on the vac. side but when i hit the gas it wouldnt read and boost. this is my first time putting turbo to civic so im kinda stumped. there doesnt seem to be any leaks on the charge pipes but just doesnt seem to build boost. also the bov doesnt seem to kick in at all probably because there is almost no boost. the fan is spinning perfectly and when driving it you can here the turbo spooling. any feedback would help a lot. thanks

spray ether or starting fluid on any joint or place air can get in the system, when the R's increase, you've found your leak.
