i have CDM T3/T04E turbos for $210 shipped. it will more than meet your goals and come with a 1 year warranty.
i have one on my own car with 1k miles so far. it made 310whp @15psi on a z6 with stock cam.

Depends on your setup but my buddies and I slapped a Holset diesel turbo on our Ford 2.3 Turbo motor in our XR4Ti, 30psi no sweat and even thought it's not 'rated' for gasoline EGTs, it's fine after quite a bit of abuse. 1 down side is that it's designed to never run vacuum so some oil pushes through the seal no matter what you do leading to some oil blowby in the turbo, but since it's not ball bearing no worries about it wearing out, and its much more forgiving in terms of tolerances, and they're cheap as dirt, specially now that the bottom has fallen back out of the diesel turbos, most of the HY35/HX35 series go barely-medium used for around $200.
One last thing, they aren't as well behaved as a street turbo as the their boost curve is scary when it comes on, ours pushes the last 15psi in just a few hundred rpm which makes it hairry, good thing it's a dedicated track car, just my .02

AirResearch turbos work just fine. But if you truly have a fully built motor with sleeves and the works, you might want to look into some of the nicer turbos whether ball bearing or not... I say look into the T3/T4 57 trim turbos.

x2. why put all that money in your motor and rock a lunkyard turbo? if your motor IS what you say it is, might as well opt for a decent turbo. t3/t4 57trim at least.
