but that'll cost like $8 bucks...

machine shop will prolly do it for like $10 or $15 max

Some engine building shops use a big belt sander - i use one localy that charges $15 that has one. You can use a normal belt sander with a course grit sandpaper but you have to be patient and you can only do a little at a time or it will warp worse. leave it on for a second - let it cool - put it back on.

you better know someone who will set it up on a mill and shave it for that much. more like $60-$80

my professional opinion on that manifold is that you should invest in a grinder.
