you will first need a exhaust temp gauge. when boosting a diesel its more about the exhaust temp then the air fuel ratio. if the exhaust temp goes to high then you know your mixture is too lean. if you have a modern computer controlled diesel engine then all you really need to do is get a custom tune and have your injectors enlarged(cheaper then buying larger injectors).
if you have an older non computer controlled diesel then larger injectors is a must.

as far as boost psi goes you should be fine with any stock turbo wastegate setting. if you find your exhaust temps are getting too high then you can adjust the wastegate to lower the boost. fyi: modern turbo diesel ingines run 20+ psi boost so i doubt your going to get anywhere near that high.

since its a manual injector pump your only option is larger injectors. direct injection injectors are not cheap. call around and see if you can have your injectors enlarged.

diesels dont have throttle bodies so i dont think you need a bov.

most stock turbos run about 12 psi. this is not relevant as your motor uses more cfm that a gas engine so you may have less psi. if the turbo is too small then you may not produce any boost.
