sounds like a boost leak and the tuner is a retard.

your not using the stock map sensor are you. that could also be your problem

You can in theory hit more than 11-12 psi on a stock map sensor depending on (A) if you rescale it to read higher levels or (B) just tune the last 11/12psi cell for whatever your max boost pressure is. The last option is not reccomended (but will work) and your best bet is to upgrade to at least a 2.5 or 3 bar map sensor. FWIW, 13psi isn't a whole lot either, last b16a monster I built was hitting a max of around 317 on an sc61 at 13psi. It really sounds like you need to open that monster up to at least 20 psi to see some good numbers. Heck, even large 4g63 2 liter builds running 35r's usually sit at 28-35psi to make 480-500 on awd Evo's.

Plain and simple, you need more boost, bigger map sensor, and less timing.

yeah, i dont even think the compressor map on a 60-1 t3/t4 shows much efficiency below 15 psi, and at 15psi your not working anywhere near maximum efficency range of that turbo, turn the boost up to about 20-25psi and you SHOULD see huge gains, if not you have a boost leak or something, maybe your not hitting vtec or your map is to small or your muffler bearings need some oil, ---- if i know. :1
