internal wastegate

the wastegate on my chrystler turbo t3 has a rod coming out. is this supposed to hook onto the little piece that closes a plate inside the turbo when i hook it up it closes the plate is the plate supposed to be closed? thank you

yes. its supposed to hold the flapper closed.
