internal wastegate???

Hey, I am putting together a turbo kit for my Civic D16Z6. This is the first Turbo I have done so Im not to familiar with everything yet. I got a T3/T04B turbo with a Internal Wastegate and where the wastegate connects to the turbo its like a flap or actuator I guess and its held on with a little pin and I was wondering is that flap or actuator is suposed to be closed all the way or able to be opened because on mine it is partially open and I was wondering if it should be like that or not and what that actually does? This may sound stupid but I just want to make sure everything is right before I put it on. Thanks.

There is a nut on the shaft of the wastegate with a thread up the shaft.I loosened that nut and it slid up and now the flap is all the way closed. Is that ok?

Yap, it's OK. Just be shure that it keeps it shut (there is some force applied by spring on the flapper whilst it's closed).
