Default insane boost creep/internal wategate adjustment

my set up: 99 d16y8:edelbrock kit, cut off the 2" flange at the end of the downpipe, no cat, 2.5" exhaust


boost will hold at 7psi until around 6K rpms then it will proceed to creep insanely, i think i saw 15psi once. i've been having this problem since i cut off the 2" flange, coincidential or not it really sucks...i tried moving the wastegate arm out but it still creeps to 10 from around a steady 5.

also what is the correct way to set an internal wastegate. i've heard that i'm supposed to hook up a compressed air source at the psi its supposed to be(7 psi)...then i don't know...

am i better off with an external wastegate? where would i put it on the edelbrock manifold? damn i'm like out of options, i've been posting on H-T, turbod16...i've been calling tech support lines

get a downpipe flange for external wastegate like this.
but you probably have a garrett t28 from the kit.
does that have the flapper built in the exhaust turbine housing?
