Get some brake cleaner and a tooth brush to clean the outside.
The inside I'd leave alone since oil'd be going thru anyway.

i sand blasted my t25 after covering up all thr holes with plastic clear shipping tape. the i diped it in a 5 gallon bucket of mineral spirits for 8 hours. this technique was recomended to me by two local turbo rebuilders
my turbo now looks like new. be sure you tape up all the holes realy good that sand is super fine & can get in your turbo. but even if a little of it gets in there, like it happened to mine it'll be ok after you dip it in mineral spirits or paint thinner for eight hours.

just a suggestion, but i guess i'll be alright you just throw the hole turbo in mineral spirits? and won't sandblasting cut through tape, the exhaust housing on my turbo is pretty rusted and i'd like to get it as clean as possible b4 the install

sandblasting won't cut through tape, unles you aim the gun at the tape for a good while. i used masking tape, about three layers around all the tubes & over the holes, it stuck great. the you dip it in a 5 galon bucket of mineral spirits. it'll look like new. leave it soaking for a good 8 hours. the sandblaster will take off the red rusty look & replace it with a raw cast look. worked great for me
