yeah, that's not how I'd do it, in fact, I wouldn't recommend doing it that way at all.

just make yourself a template out of cardboard or bristol board (thick paper) and an x-acto knife. cut out a piece of 1/2" thick metal to match the template, then find pipe the size of the outlet(outlets, if you plan on retaining the internal wastegate) 2.5" or 3" is best. next you find bends (mandrel is recommended, however a professional crush bender can bend pipe without squishing the pipe and kinking it and it will be a lot cheaper than buying mandrels)

i had to do it that way. my internal wastegate is built into the o2 sensor housing. ;)

3 inch is definately an overkill for that turbo. Otherwise, I'm going to follow cua0's advice.
