Helms Manuals asking for password?

I downloaded a bunch of the Helms manuals in PDF format off this site, and about half of them ask for passwords?

What gives?

some PDF files have write protection passwords on them, but usually let you read the file if you just leave the password entry blank... or do you mean it won't let you open them at all?
