ok today my BOV stopped "blowing off" (very little noise at all) and my boost is only at 6psi (wastegate are was set to 9 psi for over 5 months; was showing 9psi on my guage).

I can hear the turbo spooling loud as hell now though...and believe or not, it runs better....im at a loss

All i can think of is a bad BOV

yeah, could be the bov, maybe your down pipe came off?

 

check the connection from the turbo to the manifold, i had the same prob and i had a very bad exhaust leak comeing from my turbo and manifold connection

 

how about the vacuum tube to the bov?
would explain both issues.

 

maybe the bov doesn't open as much now since you're running lower boost.............check your wastegate

 

checked the damn wastegate....both bolts are missing that hold it to the turbo.....its just flopping around!!!
