Probably not a lot unless you have some big funky cam. What's your compression ratio and how big is the turbo? If it spools down low the power lost won't matter.

I'm currently set a 8.8 to 1 CR and going to be using a 14b turbo on a f22a6 engine...

Meh I wouldn't worry about any low end losses with that engine and turbo combination.

Also, would it make more sense to make the exhaust ports a lil' larger than the intake ports to increase flow a lil' more?

I can't answer that one for a turbo engine, but on heads that I've seen for na cars the exhaust side is more restrictive than the intake side as far as valve and port size.
