good gap for winter?

What's a good gap to run for the winter for 7 psi? I'm currently using ngk brkes-11 @ .28 gap but it idles low on startup below 40. Once warmed up or outside temp it starts up like new.

cold fuel is more dense , and cold engine doesn't atomize it perhaps not being adjusted for? increase cold start enrichment maybe?
