you will always pay more when someone has spent the time getting all the parts. thats the part that takes time.
depends on if you wanna find the parts or just buy em all and save some time.

I bought a new turbo off ebay. I'm not into used turbos. I don't trust the person telling me how used it actually is because you know they aren't going to tell you it is fucked. They always say "No shaft play whatsoever". I got lucky though. The guy was really cool and hooked me up with all kinds of stuff.
Brand new turbo=$560
2 1/2" mandrels=$13 a piece
4-6psi adjustable internal wastegate=$40
Custom tubular manifold=$210
I don't think I would take that risk again, but some people are honest on ebay.
