Downpipe flange ??
 

I have purchuased a turbo, seller told me it has a V-Band flange on it but there is something like this:

What flange is that? How does it work?

Sorry to be the one to tell you this but, there's no v-band flange in sight on that turbo. There might be one on the intake side of the compressor, or at the chra side of the turbine, but not shown in the picture. I can see that they machined a spot, leaving the turbine housing, where you could weld a v-band flange on, like that one in the picture
