what extacly is this, does this allow a turbo to work with AS and PS?

The downpipe is what comes off the turbo and connects to the exhaust. Normaly this is not the deciding factor in the fitment of A/C. The design of the manifold is the main factor in A/C clearances.

the down pipe goes from the end of the turbo to the rest of your exaust.
