determening turbo spool up.

another question i have is this:
is turbo spooling not a function of the turbine, more than the compressor?
i have read 'how to select a compressor', but i still cant help wondering if spoolup is dominated by correctly selected turbines?
hope you guys can help!

read "Maximum Boost" by Corky Bell. Read it from cover to cover and you will be ready.
