would it be able to withstand 8 psi with a good tune?

VERY VERY low comp. its like 8.2:1 you should run more then 8psi. what turbo are you using ?

you should run 10-12psi with that turbo. its only gonna have 11.2:1 at 10psi and 12.1:1 at 12psi with boost.

yeah and its arguably stronger than a normal non-vtec d15 because it has a longer rod which gives it a much better rod/stroke ratio.

I vote to boost this ---- out of it. Just be super careful with the timing! Y8 heads will not respond well much timing. I strongly recommend using some kind of knock detection devise to tune it.
