Default check engine problem

ok i have a 95 B18B civic with a T3 T4 turbo chipped with a base map uberdata with RC 440s injectors and walbor 255 the problem im having is that my car has a hard time starting up with the check engine light OFF but when the check engine light is ON it starts up normal. the code that its throw is 6 (water temp sensor). when i drive the with the sensor plugged in the car runs like ----. every time i stomp on the gas the car would barely excelerate and it studders bad than when i unplug it and as soon a the engine light comes on the car run very good almost like how it should. if i get it tune will that fix the problem or is there something i dont know about? it is running very very rich. also i just rebuilt the engine could that have any thing to do with this problem? if someone can help i would really appreciate. just want to drive the car. thanks everyone

the code is 6(water temp sensor) and im pretty sure the plug wires is in the right place cause it runs fine when the check engine light is ON. seem like it runs the best when its on limp mode

but ill check the plug wire tomorrow when in the day time
