boosting problems

I have just installed a 14b turbo on my 97 civic. I have 440cc injectors, MSD btm, Apexi SAFC, and all the gauges. When it i boosting in 1 and 2 gear, it only boost to 8psi then it starts to spudder about 5000 rpm, but it is juust fine through the rest of the gears.

I found out today, it only happens in 1 and 2gear, but only at WOT, not partial throttle. I kow there is a leak right at the turbo, it blew out a gasket on the outlet pipe for the intercooler piping.
