Default Boost spikes in third gear

I have civic 1.5 boosted. I set the boost at 0.5bar and every thing is fine until i shift to third. Then the boost goes up to 0.8bar. I want to raise boost in the second gear to 0.7bar but then i will have over 1bar in third and a blown gasket.
Beside boost controler is there any other metod to control boost or some thing to solve my problem?

what kind of wategate? I'm assuming deltagate, if the spike stays consistent then why bother having to raise the boost.

I have internal wastegate and the turbo is K03. The problem is thta I want 11psi in second gear but if I open my manual boost controller to get 11psi in second I get over 14psi i third. The problem is that for now I do not have 255L fuel pump so I end up with lean condition and blovn head gasket. Is there a way to set 11psi from 2-5 gear?
