Adjust the spring, make sure you have a good vacuum source. If it doesent work then inspect it.

Looks like a ebay knock off greddy type-S.
Mine will surge/flutter at 17psi.
How much boost are you running? You sure the vac line is on the manifold side of the throttle body?

I've done 3 setups using that damn gay generic bov. It doesn't work. I don't think any of them work. The ebay hks super sequential works great though. I'd toss the generic type rs and get a ebay hks super sequential.

take out the largest spring.. then adjust accordingly

I can't really tell what BOV that is, looks like a GReddy of some sort. If it has a set screw on top (which it looks like it does), back it out 3-4 turns and try a WOT pull. Under a WOT release, you shouldn't have and flutter (aka: surging). It should be a clean and crisp release. If the BOV surges under partial throttle, that is normal.

This is why you get a trusty DSM bov for 25 bucks. Can't beat oem quality. And no, i'm not trying to sound like an hmt bandwagoner...

I agree, the 1G DSM OEM BOV is the best OEM BOV out there, IMO. If you crush it, you can hold 25psi easy and efficiently as just about any other BOV out there.

For those not familiar with crushing a DSM BOV, it involves hooking up a vacuum source and pressure gauge and crushing the top hat of the BOV to add more pressure to the spring so that the valve stays fully seated (stock they are partially open under vacuum and begin to fully open shortly after 11psi).
