block off plate
 
looking at getting this turbo for shits and giggles. how would you block one of the exhaust holes to help it spool on a d15b ??

SSAC also sell, for probably the same price, some T3 turbos of an appropriate size for a D15.

Make a block off plate like you stated in your title. Get some 1/4" mild steel plate to match the flange size. Drill holes for the 4 mounting bolts and cut a hole over one of the exhaust housing inlets.

Pretty simple. They even give you a gasket to use as a template.

There as a Mustang site that a guy made a block off plate with a flapper so the once the turbo was spool he could activate both scrolls of the turbo to help flow on the high end.
