bigger turbo same boost now slower?? Help??

ok to start i have a d16a6 built with

srp pistons 8.5:1 (30 over)
eagles
log manifold
38mm tial wastegate w/ 10psi spring and no boost controller
greddy type-s bov
2.5" piping
3" open dp
godspeed intercooler
delta 272/260 turbo cam
arp head studs
cometic head gasket
no a/c
fidanza 8lb (i think) flywheel
lsd 6 puck unsprung clutch w/ heavy duty pp
TT oil lines
aem fuel rail with TT 440 cc injectors
walbro 255lph pump
basemap w/ crome

ok the problem is that i used to have a .42/.48 airesearch t-3 turbo and i upgraded to a t-3/t04e .60/.48 turbo and now at the same boost level it is slower. I thought it would pull harder since it would have more cfm then the smaller turbo just have more lag but its not it is slower with more lag and the only reason i was thinking it might be is because its the same hot side but bigger cold side so it should spin the about the same amount except maybe the other turbo was more efficient at that boost level where the bigger one would be more efficient at like 18-20psi when the smaller is throwing out to much heat.

Im just curious if there was another reason that i dont know about or if i am wrong, i just wasnt expecting it to be slower lmk what you think.
Thanks for the input

you cant just slap another turbo on and expect it to be faster without making any mods to your "basemap" / without more boost especially being larger on the cold side

ok well i called chris at xenocron and asked him since my tune was just a basemap for now if i should get a new basemap when i changed my turbo and d/p and he said no it wont make a diff just keep what i have untill i get it dyno'd so i didnt think it would have been the tune.

I did put it together myself but i did not weld anything because i dont know how to weld yet and i didnt tune because i dont know that and dont want to ---- anything up on somthing that took me so long to save money for and get done.
Thanks for all the input i wasnt sure if there was anything wrong or not thats why i asked
