are arp head studs needed if i only plan on running 7 psi boost on my stock b2 for a while until i save for an engine swap? or can i just get some oem heads studs to put in when i replace the head gasket?

Head bolts should be replaced if you change the head gasket. So I would spent the extra money and get studs. Head bolts are like $70, ARP studs on Ebay are $85.

Ah yes you have a B2, that may be a problem. The only set listed are 208-6001 which is a universal 1.3-1.6L.

instead of bothering with the b2 I'd personally rather swap it out to an a6 and do an mpfi conversion

Just re-use the stock ones and torque them an extra 1/2 foot pound for every pound of boost. <--now that's homemade. ;)
