also theres a tiny bit of smoke coming from under the turbo heat shield.
so im assuming its coming from the turbo itself.

You're running rich as fawk from a boost leak as said a bunch of times already. When my car was running pig rich it would shoot that black ---- out too. All over the ground and on the wall just like yours. Yeah your turbo is probably about to ---- itself too. After that many years; coked material builds up around the turbine shaft sealing ring and allows oil to push by. It's probably only letting a little by right now, but will eventually smoke like crazy. It's probably hard to spin because that coking is causing some drag. Seriously, all the visual diagnosis is great and all, but run some pressure through your charge system from an external source and prepare to be amazed. If it's not a boost leak (highly unlikely, IB split coupler, town IC hose, or injector seal) then maybe your turbo is already farther gone than initially thought.
