.42/.48 shaft in a .63 exhaust housing?

Would this work? or does the housing have to match the wheel?

yep as long as it's a stage 1 housing like the one's of the Fords.

how can i find out the stage. The exhaust side is turbonetics brand

you could measure the exducer bore with a dial caliper or t gauge and mic. or you could slap it in an see if the clearance from the wheel to the housing is the same(more than likely if it has a step at the exducer bore its a stage I)
