using an arc welder for tig

so my father in law was showing me how he used to set up his tig welding tip to argon gas and to a regular arc welder. the only thing he
didnt have was the foot pedal but he said it still works. and he made a regulator to see the flow of argon coming out.

anyone done this or know anything about it.
he gave me the tip with cable. i was thinking about doing it too. haha.
