if the hole for the shaft running through the flange are precise enough, the shaft would plug the hole good enough.. or at least I would think

is this thing supposed to go pre turbo and open after X amount of psi giving you even more pressure to the turbo exhaust housing.
its just not a good description of how it works and what its supposed to do. all it looks like to me is an internal wastegate.

It diverts exhaust flow to the one side of the divided housing, giving quicker spool but less headroom. At a set psi the other half opens up giving more headroom, at a cost of low rpm pressure. Seems to me like it wouldn't work with a splog...
