Hey hf, no Radio Shack doesn't carry the eprom chips. I went there looking for them once and they didn't have anything that big. They do carry the other supplies needed to "chip" an ecu though.
As for the burner, I bought mine from these guy's. http://www.ustr.net/ It's the eeprommer 6. It works well for my needs, it's a basic burner with all the functions. The only complaint I have is the lack of tech support if you have a question. But I could help you if you needed it.
I think they also sell these on ebay, so you could probably get one cheap there. I also got my eproms off ebay.

I bought a Willems burner off ebay and got a great deal + it works. It seems to be that Willems can be finicky depending on who you get them from. :)
I piad $65 shipped for:
Burner
CD with lots of info / burner programs
Cables
ZIF socket installed

good luck

Try Digi-key, they have pretty much everything you could possibly need. I got pretty fustrated looking for parts at electronic supplyers in town, so i said ---- it, i'll just buy online. Pretty much just search the part, add to shopping cart, and you got all the parts you need on your doorstep in a couple days. Heres the link:
